			<content:encoded><![CDATA[<p>First-time candidate (and HanDI-HERO forum participant) <strong>Khaja Moinuddin</strong> has received the Daily Herald&#8217;s endorsement for Streamwood Village Trustee in the April 9, 2013 consolidated election. In <a href="http://www.dailyherald.com/article/20130320/discuss/703209769/">their words</a>&#8230;</p>
<p>&#8220;Streamwood is officially a melting pot. In 2010, according to the U.S. Census, Streamwood&#8217;s Caucasian population was 50.8 percent. Of the rest, Hispanics were 28 percent and Asians, 15 percent. More than 48 percent of Streamwood residents speak a language other than English at home. This election, voters have a rare opportunity to add a voice to the village board who reflects the diversity of their neighborhoods and who has a strong background in local government. Khaja Moinuddin has been on the Streamwood Zoning Board of Appeals since 2009. Although the Streamwood Village Board works productively and the three incumbents whose seats are up are seeking re-election, Moinuddin would bring a new perspective, give minority residents a voice, and for that matter, be the board&#8217;s only engineer. Streamwood has managed its finances well, and its village board has operated in a spirit of cooperation even when members disagree. The three trustees running for re-election — William Carlson, William Harper and Mike Baumer — deserve credit for their part in creating that environment, but at least two have been serving since 1989, just a couple of years shy of a quarter century. Now, history is knocking. Experienced trustees are immensely valuable, but so is representation. For a mix of candidates that best takes advantage both of the opportunity to represent the growing diversity of the community and the strong guidance and experience already represented on the board, we endorse Mike Baumer, William Harper and Khaja Moinuddin.&#8221;</p>

<div>(January 14) Did you watch The Daily Show with Jon Stewart last Tuesday, January 8?  Sometimes scathing and sometimes sardonic and always intense, Stewart spoke out against those who seek to divert attention from the need to restrain the gun lobby (read NRA) and begin to use common sense. Let&#8217;s not buy the argument that we should calm down.</div>
<div>Let&#8217;s get emotional.  This is our way of life that is being perverted by a few who ignore the other 9 amendments in the Bill of Rights for an near obsessive commitment to the Second Amendment.  Assaults on children is intolerable and unacceptable in civilized societies.</div>
<div>By the way, here is what the Second Amendment says:</div>
<div>
<blockquote><p>A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.</p></blockquote>
</div>
<div>Yes, it is clear that those gun-lovers have a point.  Infringement does mean no chipping away at the right to have and carry a gun is allowable.  Yet, sensible controls seem reasonable.  You have freedom to expression as well as a wealth of unspecified rights.  However, all rights are restricted by the simple caveat.  My rights only extend as far as your nose, your life, your liberty, your property, your child, your family, and your safety.</div>
<div>And, it does say, &#8220;&#8230;a well regulated militia…&#8221;</div>
<div>We restrict your driving through safety regulations and licensing.  We acted to control cigarette smoking.  Freedom is NOT license.  Freedom uncontrolled is tyranny on others.  Note that it says &#8220;..a well regulated militia..&#8221; suggesting that there is a governmental sanctioning of arms-bearing.  Those supposed militia that act in opposition to the government should be treated as treasonous, not rightful.</div>
<p>Two bills to be introduced in the Senate could ban assault weapons and<br />
high-capacity ammunition magazines. Senator Dianne Feinstein (D-CA) plans<br />
to introduce a new assault weapons bill, while Senator Frank Lautenberg<br />
(D-NJ) has pledged to re-introduce his bill to ban high-capacity<br />
ammunition magazines.</p>
<p>Since the massacre at the Sandy Hook Elementary School, even legislators<br />
who received &#8220;A&#8221; ratings by the National Rifle Association have indicated<br />
shown interest in supporting restrictions on the military-style weapons<br />
and high-capacity ammo magazines like the ones used in the Newtown<br />
massacre.</p>
<div>As Jon Stewart suggested, there is much else that should be done.  A journey to sensible gun regulation begins with a single step.  The NRA plays &#8220;the long game,&#8221;  seeing beyond a momentary concern for our children.  So, so should we, play the long game.</div>
<div>
<div>The gestures from these legislators are welcome signs, but we need more<br />
than sympathetic words. We need real leadership to overcome the death-grip<br />
the NRA has on Congress and begin the vital work of addressing the<br />

<div>By the way, it&#8217;s the National Rifle Association, not the National Assault Association.  Rifles are for hunting animals, aren&#8217;t they?  We have the Armed Forces for &#8220;hunting&#8221; people.  I object to that as well, but that is the subject of another communication.</div>

<p>As we rightly concern ourselves about gun safety, we need to examine some of the underlying causes.</p>
<div>On our list of must-see movies is &#8220;Les Miserables,&#8221; a story rooted in the theft of a loaf of bread to feed a man&#8217;s family.  How many criminal acts are ignited out of the despair of poverty?</div>
<div>In today&#8217;s paper, there is a report that the minimum wage is just over $8 an hour.  Working a 40-hour week with 2 week vacation (unpaid) works out to $20,000 a year.  If we say that an income of under $40,000 a year is under the poverty level, what does Jean Valjean do?</div>
<div>Let&#8217;s not forget that many businesses avoid giving full-time employment so they do not have to provide employment benefits.</div>
<div>There is a solution that will offend our conservative friends perhaps.</div>
<div>Guarantee every citizen/family an income that meets the  poverty level.  If your employer does not do that, then the government, state or federal, will make up the difference.</div>
<div>Whoa!!!  Can we do that?  Well, imagine the increase in buying power for the 1/6 of all Americans who now live below the poverty level.  They might now properly feed their children, buy cars instead of relying on a faulty public transportation system, pay taxes to lift our local and state governments out of economic trouble, buy homes, etc.</div>
<div>Otherwise, are we committed to the creation of a new feudal era, where the Lords of the Manor (read super-rich) deign to provide a below subsistence level job, instituting a new industrial peasantry.</div>
<div>The Middle Class has been sucked dry by the movement of wealth to the very rich.  The so-called &#8220;Job Creators&#8221; have yet to create jobs.</div>
<div>A guaranteed annual income just might change our future….. for the better.</div>

What?  What is a “White Elephant” gift?<br />

We understand that, according to tradition, the White Elephant is a very special, sacred animal, but also very expensive to maintain.  The only solution, if you needed or wanted to get rid of a white elephant, was to give it away.  Hidden away in all our closets are items which we may not really want—the extra wallet on the shelf, the artsy vase, the ‘whatsit’ figurine, the unread copy of War and Peace.  Objects sometimes referred to as “White Elephants.” Rather than bag the objects up for charity, select one, wrap it, and bring it to the party for a gift exchange.  Your White Elephant can become someone else’s treasure (or vice versa).    Whichever it is, the exchange can be fun and good for laughs.  Herb and Linda guarantee it! </strong></p>
<p>An 1115 Waiver allows the Cook County’s Health System to “early enroll” certain uninsured patients into Medicaid. Specifically, these are patients who are not currently eligible for Medicaid, but who will be eligible in 2014 under the Accountable Care Act. Many of these individuals are patients who already are being treated by our system without compensation.</p>
<p>The Cook County Health &amp; Hospitals System provides the services required under the 1115 Waiver and will add certain post-acute care services which are critical to offering a well-coordinated care. Waiver participants will be provided with a medical home where they will receive routine and preventive medical care, case management, physician and medical services.  Before hospital inpatient discharge, participants will receive follow-up appointments with their primary health care provider to ensure that appropriate care is provided.</p>
<p>The Waiver is funded entirely by the federal government. The County and its taxpayers are currently assuming the costs for these uncompensated patients who, under the Waiver, will now be covered by Medicaid. The 1115 Waiver will give the County’s Health System a head-start in getting ready for the future Medicaid managed care model, post 2014.</p>
<p>SO less Cook County Property Taxes needed to fund Cook County Health Care that is shifting to the Affordable Care Act (ObamaCare).</p>

<div>House Joint Resolution Constitutional Amendment (HJRCA) 49, a proposed amendment to the 1970 Illinois Constitution, would require a 3/5 vote of the appropriate government body – rather than a simple majority – to improve pension and retirement benefits for teachers, higher education professionals and public employees.In other words, 60 percent of members in the Statehouse, on school boards and county boards and other governing bodies would have to agree to approve even modest pension and benefit increases negotiated between public employees and their employers. Imagine what that could mean the next time your union tries to bargain a fair contract for you and your colleagues.</div>
<h2><strong><strong>VOTE NO! </strong>Here is why</strong>:</h2>

<li>It would not reduce Illinois&#8217; pension debt or force the state to make its required payments into the retirement systems.</li>
<li>It would limit collective bargaining rights, making it more difficult to secure a fair contract with your employer.</li>
<li>It would make it nearly impossible to fix the unfair Tier II pension benefit.</li>

<p>With two weeks left to apply, suburban Cook County voters have already requested nearly as many mail ballots as during the last presidential election, Cook County Clerk David Orr said Tuesday.</p>
<p>“Mail voting is now available to all Illinois voters, so we anticipated a spike in requests,” Orr said. “Voters are clearly interested in voting from the convenience of their homes – more than 2,000 voters have already returned their voted ballots.”</p>
<p><strong>Through Monday, 25,941 suburban Cook County voters</strong> have applied to vote by mail for the Nov. 6, 2012 Presidential Election. Of those, more than 3,300 were from military and overseas voters.</p>
<p>There were 26,747 mail ballots cast in the 2008 Presidential Election, and 25,004 cast in the 2010 Gubernatorial Election.</p>
<p>Mail ballots are not automatically sent to voters. Voters can obtain a mail ballot application by:</p>
<ul>
<li>Downloading and printing the mail ballot <a title="Apply to vote by mail" href="http://www.voterinfonet.com/elections/mailvoting/Pages/ApplytoVotebyMail.aspx">application</a> (applications are also available in <a title="" href="http://www.voterinfonet.com/elections/DocumentLibrary/Spanish%20Mail%20Ballot%20Application.pdf" target="_blank">Spanish</a>, <a title="" href="http://www.voterinfonet.com/elections/DocumentLibrary/Mail%20Ballot%20Application%20Hindi.pdf" target="_blank">Hindi</a> and <a title="" href="http://www.voterinfonet.com/elections/DocumentLibrary/Chinese%20Mail%20Ballot%20Application.pdf" target="_blank">Chinese</a>),</li>
<li>Calling the Clerk&#8217;s office at (312) 603-0946 to request that we mail you an application, or</li>
<li>Picking up an application at any of the <a title="" href="http://www.voterinfonet.com/aboutus/hours_locations/Pages/Elections.aspx" target="_blank">Clerk&#8217;s six office locations</a>.</li>
</ul>
<p><strong>The last day to apply for a mail ballot is Nov. 1</strong>, but Orr urges voters to apply sooner to allow for mail delivery time. Applications must be submitted by mail, certified courier or in person. Applications cannot be accepted by email or fax.</p>
<p>Military and overseas voters, however, may access their ballot online through a secure website at <a href="https://cookcountyclerk.everyonecounts.com/">https://cookcountyclerk.everyonecounts.com</a>.</p>
<p>Once your application is received, the Clerk&#8217;s office will verify your eligibility and compare the signature on your application against the signature on your voter registration record before issuing a ballot.</p>
<p><strong>Mailed ballots must be signed and postmarked by Nov. 5</strong> <strong>– the day before Election Day</strong> &#8212; and received in the County Clerk&#8217;s office within 14 days after the election in order to be counted.</p>
<p>Mailed ballots are processed and counted at our central office using a high-speed scanner that captures voter signatures, sorts by precinct and opens envelopes. The vote-by-mail processing system was first used for the March 20, 2012 Presidential Primary election and funded by a federal grant.</p>
<p>Voters who prefer to vote in person may do so on Election Day or during Early Voting, which begins Monday, Oct. 22. There are 44 <a href="http://www.voterinfonet.com/elections/earlyvoting/Pages/EarlyVotingLocations.aspx">Early Voting locations</a> in suburban Cook County.</p>
